Energy assistance programs include the Home Energy Assistance Program (HEAP), providing general assistance with utility costs (PG&E), and the Energy Crisis Intervention Program (ECIP) which provides emergency assistance to low income residents facing utility shut-off to cover wood, gas or propane payments.  Funding for these programs does not typically last all year.
