NOTICE FROM THE NEVADA COUNTY CLERK-RECORDER/REGISTRAR OF VOTERS AND THE PLACER COUNTY CLERK/RECORDER/REGISTRAR OF VOTERS OF AN ALL MAIL BALLOT ELECTION FOR A MEASURE TO BE VOTED ON AT THE TRUCKEE FIRE PROTECTION DISTRICT. NOTICE OF DATES WITHIN WHICH ARGUMENTS AND REBUTTAL ARGUMENTS FOR AND AGAINST THE PROPOSED MEASURE MUST BE FILED WITH THE NEVADA COUNTY OR PLACER COUNTY CLERK-RECORDER/REGISTRAR OF VOTERS. NOTICE OF VOTE-BY-MAIL BALLOTS ISSUED. NOTICE OF LAST DAY TO REGISTER. NOTICE OF DATES FOR SIGNATURE VERIFICATION. NOTICE OF DATES FOR VOTE-BY-MAIL BALLOT PROCESSING. NOTICE OF THE SELECTION OF PRECINCTS FOR THE MANUAL TALLY OF BALLOTS AND OF THE MANUAL TALLY OF BALLOTS TO BE CONDUCTED IN ACCORDANCE WITH STATE LAW. NOTICE OF DROP BOXES AVAILABLE FOR MAIL BALLOT ELECTION.

NOTICE IS HEREBY GIVEN by Gregory J. Diaz, Nevada County Clerk-Recorder-Registrar of Voters, and by Ryan Ronco, Placer County Clerk/Recorder/Registrar of Voters, in accordance with the provisions of the Election Laws of the State of California, that on Tuesday, August 31, 2021, there will be a Special Mail Ballot Election for the Truckee Fire Protection District.

NOTICE IS FURTHER GIVEN that at the Special Mail Ballot Election the following measure will be put to a vote of qualified voters in the district:

Measure T:

“To reduce the risk of wildfire/improve wildfire prevention, including removing dry brush, dead trees, fuels and fire hazards; improving emergency evacuation systems, routes and procedures; supporting defensible space around homes, neighborhoods and critical infrastructure, providing more green waste disposal options; shall the Truckee Fire Protection District measure levying $179 per parcel for eight years be adopted, providing $3,700,000 annually in locally-controlled funding for wildfire protection, with independent audits, exemptions for low-income residents, and citizen oversight?”

NOTICE IS FURTHER GIVEN that any written arguments for or against the measure to be submitted to the voters must be filed with either the Nevada County or Placer County Clerk-Recorder/Registrar of Voters no later than 5 p.m. on June 4, 2021. Arguments must be signed and dated by the author(s) with a Statement of Accuracy required by California Elections Code § 9600. Arguments shall not exceed 300 words and may be withdrawn prior to and including June 4, 2021 at 5:00 p.m.

NOTICE IS FURTHER GIVEN that when the Nevada County Clerk-Recorder/Registrar of Voters has selected the direct arguments for and against said measure, the Nevada County Clerk-Recorder/Registrar of Voters shall send copies of the argument in favor of said measure to the author(s) of the argument against and copies of the argument against to the author(s) of the argument in favor. If multiple arguments are submitted either for or against a measure, the Registrar of Voters shall choose and print one argument in accordance with applicable law or procedure. There will be a 10-day public examination period from Saturday, June 5, 2021 to Monday, June 14, 2021, during which a qualified voter of the jurisdiction may seek a writ of mandate or an injunction requiring the direct arguments be amended or deleted. Writs of mandate or injunction requests shall be filed no later than the end of the 10-calendar-day public examination period. The Registrar of Voters shall cause to be enclosed a copy thereof in each county voter information guide. 

NOTICE IS FUTHER GIVEN that rebuttal arguments shall not exceed 250 words and must be filed with the Nevada County Registrar of Voters no later than 5:00 p.m. on Monday, June 14, 2021 with a Statement of Accuracy required by California Elections Code § 9600. There will be a 10-day public examination period from Tuesday, June 15, 2021 to Thursday, June 24, 2021, during which a qualified voter of the jurisdiction may seek a writ of mandate or an injunction requiring the rebuttal arguments to be amended or deleted. Writs of mandate or injunction requests shall be filed no later than the end of the 10-calendar-day public examination period.

NOTICE IS FURTHER GIVEN that California Elections Code Section 9600 governs the form of said arguments and/or rebuttals. Arguments and/or rebuttals submitted to the Registrar of Voters must follow this form. Authors of said arguments/rebuttals may call the Nevada County Elections Office at 530-265-1298 or the Placer County Elections Office at 530-886-5650 for more information and a copy of this Elections Code Section.

NOTICE IS FURTHER GIVEN that the last day to register to vote for the Special Mail Ballot Election is August 16, 2021.

NOTICE IS FURTHER GIVEN that the ballots for the Truckee Fire Protection District Mail Ballot Election will be sent to voters in that district on or before August 2, 2021. Early voting is also available at the Nevada County Election Office, 950 Maidu Avenue, Suite 210, Nevada City and the Placer County Elections Office, 2956 Richardson Drive, Auburn beginning August 2, 2021. Voters must go to the County they reside to vote in person at their respective offices. 

NOTICE IS FURTHER GIVEN that the Election will be a mail ballot only election. All ballots must be received in the Nevada County Elections Office or the Placer County Elections Office by 8:00 p.m. on August 31, 2021. Any ballots that are sent in the U.S. Mail must be postmarked on or before August 31, 2021 and received on or before September 3, 2021 in order to count.

NOTICE IS FURTHER GIVEN that there will be a secure Vote-by-Mail drop box available for all voters to return a ballot at the Town of Truckee Town Hall, located outside of Town Hall, 10183 Truckee Airport Road, Truckee, CA 96161 and is available 24/7. Additionally, there is a 24/7 drop box available outside the Placer County Elections Office, 2956 Richardson Drive, Auburn. The drop boxes are accessible beginning August 3, 2021 until 8:00 p.m. on August 31, 2021. 

NOTICE IS FURTHER GIVEN that the central counting locations are at the Nevada County Election Office, 950 Maidu Ave., Suite 210, Nevada City and the Placer County Elections Office, 2956 Richardson Drive, Auburn, CA 95603.

NOTICE IS FURTHER GIVEN that per Elections Code 15101 and 15104, the Registrar of Voters also, hereby notifies all interested organizations that the verifying of signatures on Vote-by-Mail ballots cast for the Mail Ballot Election will commence on August 2, 2021, or at any time thereafter in the County Elections Office. On August 10, 2021 or at any time thereafter, the opening and processing of Vote-by-Mail ballots will commence. This process will begin during regular business hours, 8:00 a.m. – 5:00 p.m., and will continue until all election results are tabulated and the election is certified. Any member of the County Grand Jury, and any other interested organization, shall be permitted to observe and challenge the manner in which the Vote-by-Mail ballots are handled, from the processing of ballot return envelopes through the opening, counting and disposition of the ballots.

NOTICE IS FURTHER GIVEN, in accordance with provisions of the election laws of the State of California, that on September 1, 2021 at 10:00 AM, both County Elections Office’s will randomly select precincts for a manual tally of one percent (1%) of the precincts casting ballots at the August 31, 2021 Special Mail Ballot Election.

NOTICE IS FURTHER GIVEN that on September 2, 2021 the Nevada County Elections Office will begin a manual tally of the ballots submitted by Nevada County voters. The 1% manual tally of Nevada County votes will be conducted at the Nevada County Election Office, 950 Maidu Avenue, Suite 250, Nevada City, CA. This manual tally is open to the public and shall continue daily (Saturdays, Sundays and Holidays excluded unless otherwise decided by the County Registrar of Voters) during regular business hours 8:00 a.m. – 5:00 p.m. until completed. The Placer County Elections Office will begin a manual tally of the ballots submitted by Placer County voters. The 1% manual tally of Placer County votes will be conducted at the Placer County Election Office, 2956 Richardson Drive, Auburn, CA 95603. This manual tally is open to the public and shall continue daily (Saturdays, Sundays and Holidays excluded unless otherwise decided by the County Registrar of Voters) during regular business hours 8:00 a.m. – 5:00 p.m. until completed.
