County Celebrates Breaking Ground at Future Operations Center Site

On Friday May 3rd, the County of Nevada celebrated construction breaking ground at the future Public Works Operations Center located on La Barr Meadows Road in Grass Valley. Over 40 County staff, elected officials and project partners attended an event at the future Operations Center location to celebrate the project. The Operations Center will house the County’s Public Works Fleet, Transit and Roads Divisions.

The new layout and location for the Operations Center will create efficiencies for staff and allow the County to better serve our residents with Transit and Roads services. The County's current Operations Center on Loma Rica Road and has been in place for approximately 40 to 50 years and has outgrown Nevada County’s service needs and storage requirements. In addition to creating a layout and space for more efficient delivery of community services, the new Operations Center location will now be below the snow line allowing vehicles to come and go without the need to put on and remove chains during the winter months.

Board of Supervisor Chair Richard Anderson said, "To build and maintain capital infrastructure efficiently, it helps to have a Public Works facility that in turn is designed to operate efficiently and that adequately meets the needs of the community."

The La Barr Meadows Operations Center has been listed as a priority in the County's Capital Facilities Master Plan for 12 years, since 2006.

"Public Works might be the foundational service of a county, but fiscal prudence is its overarching objective and staff has done a tremendous job in meeting this objective," added Board Chair Richard Anderson.

Many County departments were involved in getting the project to the construction phase. The Facilities and Purchasing Departments within the County’s Information and General Services Agency have handled the property purchase, securing the architectural designs and overseeing the construction.

The County’s Finance Authority team, including staff from the Auditor-Controller, Treasurer/Tax-Collector, Assessor, County Council and the County Executive Office, all contributed to securing an AA bond rating that will save the County $250,000 on the project. An AA bond rating is unusual for a county of Nevada County’s size and economic base, and is due to the Board’s continued emphasis on fiscal responsibility and forethought.

County Executive Officer Alison Lehman said at the event, "We are breaking ground today due to the efforts of many individuals and the efforts of many departments. It’s truly been a Nevada

County team effort."

Timber harvesting on the project site began in mid-April with completion early May. The mass grading of the lot will begin the second week in May and take an estimated 4 weeks. The project is expected to be completed by fall of 2020.
